The landscape authorization process for intervention on buildings or protected by
law areas given by local bodies – according to the “Codice dei Beni Culturali e del
Paesaggio” (Cultural and Landscape Heritage Code D.Lgs. 42/2004 e smi) –is one of
the most relevant and innovative, but also complex tool concerning territory and
landscape management delegated to Municipalities from State and Regions.
By applying this law, the experience demonstrated that the landscape report (DPCM
12/12/2005) – instruments asked to professionals to let the local government verify
the compatibility between the landscape protection interest with the designed one
– is a critical element which affects the validity of the process itself. Infact,
the report is often drawn up with a lack of contents or not answering to the request
of project quality, due to the absence of a right disciplinary training.
Considering the issues for the local government and the professionals, caused by
this complexity , this publication aims to rebuild a full laws frame, but mostly
is a practical handbook supporting private professionals, public technicians in design
and evaluation of the interventions.
This practical guide tries to fill the gap of the literature concerning these topics.
Most of the publications dealing with landscape authorisation approach the subject
from legal aspects, this publication instead, wants to be an innovative supporting
tool, joining to the process references (with schemes, texts and synthesis tables)
a list of realised projects (with images and comments) as different typologies of
good practices.
